Component 2: Support to the continuous establishment, interoperability and sustainability of Address Register,

CILAP | 18.1.2020.

The development of a fully operating address system is one of the very important prerequisites for the establishment of well functional and organized society.

Social services, elderly care, rescue services (police, fire department and ambulance) and urban planners cannot perform their duties in an efficient way without correct AR system. To easy find an exact location especially in rural and poor urban areas, is crucial to uphold a non-discriminating and fair rescue service, giving all citizens equal access to these vital society’s services. Planning for building of schools, kinder gardens, hospitals, shopping malls can’t be done without good knowledge on population living in certain areas which can be obtained only trough good address and registration system. On the business side, for development of operation of legal entities and tourism it is necessary to have correct addresses in order to enable easy communication and accessibility, and also to facilitate work of tax authorities.

GA and overall Land Administration community in BH recognized this component as extremely important for BH citizens in the process of creation of well-organized society especially having in mind that around 40% citizens of BH with registered place of residence are registered on provisional addresses (NN – without house number) (as of 2017). Their interest was practically a driving force which demanded huge efforts and intensive work within the component.

  • The overall long-term outcome for this component is:

Central Address Register with updated and accurate data publicly available enabling efficient management of land administration and administrative procedures.

  • Component direct outcome:

Procedures for the establishment and maintenance of AR are clearly defined, documented and available to municipalities. Increased coverage of correct and updated AR. AR data are interoperable, publicly available and used in business processes of stakeholders (IDDEEA, Ministry of Interior, CIK, Statistical Authority).

Accomplishments 2013-2019

Due to different legal framework in FBH and RS it was necessary to adopt appropriate approaches and business processes.

The Law on Survey and Cadastre in the RS defines jurisdiction of RGA for the Central Address and Spatial Units Register and municipalities’ jurisdiction on the Local Address Register, while in the FBH there is not legal framework that defines FGA jurisdiction for AR.

Nevertheless, huge interest of entire land administration community lead to the significantly better results than was predicted.

The most important results include:

  • The Application for establishment, management and maintenance of the Address and Spatial Units Register is developed as a web application with central database, and it is further improved to support municipalities’ working processes and needs. 
  • The Application functionalities in the RS are extended and connected with the cadastral databases enabling municipalities to see digital cadastral and ownership/user data, which significantly facilitate work of different municipal departments.
  • The Agreements for Address register establishment have been signed with 133 municipalities of total 142 in BH,
  • Twenty-five municipalities have managed to completely finish establishment of AR at their territory,
  • More than 320 000 accurate addresses in the AR system,
  • The close cooperation has been established with the IDDEEA (Agency for identification documents, registers and data exchange), the RS Ministry of Interior (MoI), the RS Ministry of Administration and Local Self-Governance (MULS) and RS Institute of Statistics (IoS) in the RS, the Central Election Commission of BH, Ministry of Interiors of Sarajevo Canton, West Herzegovina, Hercegovina-Neretva Canton, Agency for Intermediary, IT and Financial services (APIF), etc...
  • After the signing of Agreement on electronic data exchange, the way of cooperation between the MoI, RGA and CILAP project has been clearly defined with the Appendixes to the Agreement regarding the electronic exchange of data maintained by RGA which includes data from the Central Address Register, Land Cadastre, Real Estate Cadastre and Digital Cadastre Maps, as well as electronic exchange of data from the Register on Residence of Citizens under the jurisdiction of MoI. Appropriate e-services that will be used in the procedure of registration of citizens' residence has been developed and new procedures will be tested in the city of Trebinje and the municipality of Modriča, which will enable citizens to complete all activities related to the registration of residence in one place, in the local office of MoI, without visiting of a municipality and RGA regional unit offices,
  • In order to establish unique RS Address Register and Spatial Units Register system, RGA and CILAP project have continued work with the MULS and IoS. This cooperation already significantly facilitated earlier cumbersome and inconsistent procedure for the change of borders of settlements and statistical areas. The Application for establishment, management and maintenance of the Address and Spatial Units Register included updated Register of settlements and Register of statistical areas,
  • The FGA has signed agreements on distribution of AR data with four municipalities (Tešanj, Kiseljak, Hadžići, Ljubuški) and start to publish AR data at the FBH Geoportal,
  • Presentation of results and activities on the AR establishment was integral part of seminars that included representatives of various stakeholders from all FBH cantons and municipalities,
  • Presentations for the RS Association of Municipalities and Towns, for the city of Banja Luka, municipalities Tešanj, Ilidža, Neum...

Phasing out 2020 - 2021

The phasing out years will be dedicated to the following main goals:

  • further increasing of the coverage of BH territory with the accurate and updated AR
  • acceptance of central AR registers within GA as an only valid and reliable registers
  • promoting and introducing of data interoperability
  • intensified cooperation with various stakeholders to facilitate different cumbersome procedures and enable non-discriminating and fair rescue service

In order to achieve these goals, the project partners will perform the following activities:

  • Continuation of promotion of public awareness of importance of address register through wide seminars for stakeholders
  • Transfer of knowledge and installation of Address Register system, on the job- training, backstopping, database preparation and conversion, maintenance of database in BH municipalities
  • Support to introduction of data interoperability, development and usage of e-services with stakeholders
  • Support to dissemination of data to general public

Expected outputs from activities are:

  • Raised public awareness on benefits and importance of AR system
  • Increased coverage of BH territory with accurate AR data and developed sustainable capacity within the municipality to establish and maintain AR data
  • Policies, procedures and e-services between GA and stakeholders are developed and sustainable.
