Component 4: Support to the improvement of geodetic infrastructure in line with EU norms and standards

As transport infrastructure, roads and railways are important for land-based communications, the geodetic infrastructure is important for collecting, displaying and distributing spatial data.

This refers to the establishment of reference coordinate systems and reference surfaces that define the shape and dimensions of the Earth - Geoid and Reference Ellipsoid.

The modern geodetic infrastructure connected with the neighbouring countries and a European network is a base for all kind of surveys. It provides accurate, reliable and fast measurements in real time for cadastral, engineering and environmental purposes. Gravimetric measurements also contribute to researches concerning climatic change, natural catastrophes and other occurrences that have a huge impact on society.

Official referent systems in Bosnia and Herzegovina are outdated and reference networks are damaged or destroyed, so both GA are keen to introduce a New global reference system and develop New reference frameworks. This is also bound by the Resolution entitled "Global Geodetic Reference Framework for Sustainable Development", which was adopted by the UN General Assembly at its session on February 26, 2015. Establishing of a new referent frame (Position 2D and 3D, Height 1D) and moving to a Global reference system is a long-lasting and expensive process so that Entity GAs cannot finance these works themselves but seek co-financing from donor funds and the state budget.

  • The overall long-term outcome for this component is:

Provide the land administration and mapping sectors with reliable and accurate data for surveying and other needs with full compliance with European reference systems enabling comprehensive geodetic European integration of BH.

  • Component direct outcome:

More accurate, reliable and fast survey (including heights) in real time for cadastral, engineering and environmental purposes based on interoperability with EU and international reference systems.

Accomplishments 2013-2019

The poor condition of geodetic infrastructure and even lack of some basic geodetic networks forced GA to begin an intervention in this area. Support by CILAP is recognized as a very important in terms of capacity building and assistance in performing of geodetic works.

The most important results include:

  • The absolute gravity measurement campaign and determination of absolute gravity values for four points, 
  • The project of the Basic Gravimetric Network (BGM) for RS and FBH,
  • Relative gravity measurement campaign (60 points with absolute gravity value),
  • Project for Detail gravimetric survey for RS and FBH,
  • Draft Strategy for geoid determination for the territory of BH
  • Strategy for implementation of new reference systems in the FBH and RS
  • GNSS measurements on 600 points in the FBH for determination of transformation parameters (transformation into ETRS 89)
  • Harmonized Project for the High Levelling Network in the Federation of Bosnia and Herzegovina and Republic of Srpska,
  • Detailed Technical Specification (DTS) for High Levelling Network (HLN3) that describes in detail the process of stabilizing the points and the procedure of all measurements in the HLN3: Levelling, GNSS measurement and gravimetric survey,
  • Recognition and stabilization / restoration of the HLP3 points in FBH. With the continuous control of fieldwork by FGA and CILAP, the contractor stabilized / renewed 33 fundamental benchmarks and 2350 working benchmarks,
  • Recognition and stabilization / restoration of the HLP3 points in in the territory of the RS and the Brčko District. With the continuous control of fieldwork by RGA and CILAP, the contractor stabilized / renewed 35 fundamental benchmarks and 105 control benchmarks,
  • Rulebook on Basic Geodetic Works in FBH.

Phasing out 2020 - 2021

The main goal during the phasing out is to build a geodetic infrastructure that will enable fast and reliable positioning as well as the display of all spatial data in accordance with valid European standards and Reference systems and thus enable compatibility with European Geodetic Reference Frameworks and integration into European Geodetic Associations. This ambitious goal demands careful harmonization of works and cooperation between CILAP, Norwegian project, BH Ministry of Civil Affairs, EU IPA and GA to obtain sufficient funding for the improvement of geodetic infrastructure and to finalize the measurement of the new High Precision Levelling (HPL3) until 2022.

The close cooperation with the Norwegian project has enabled intensive field works on the stabilization of working benchmarks of the HLP3 points in FBH (already finished) and ongoing work in the RS, financed by Norway, based on the technical specification developed within the framework of CILAP project. CILAP capacity building in this area contributed to the development of the technical specification for the Gravity measurements on the HLP3 points enabling ongoing work in the FBH and future work in the RS financed jointly by Norwegian (2/3) and CILAP funds (1/3). These works are prerequisites for beginning of work on the new High Precision Levelling (HPL3).  During phasing out 2020-2021 the Norway and Swedish project will make a common plan for this component to not overlap with activities. Norway donor project ongoing to December 2021. 

Within the implementation of all geodetic projects, the technical assistance of Swedish experts is necessary because there is not enough expertise in BH. The component develops capacities and helps implementation of very significant and valuable projects.

In order to achieve component goals, the project will support project partners in the following activities:

  • Supervision and quality control of geodetic measurements for the establishment of new BH reference networks
  • Support on connecting of the BH reference networks to the EU reference frameworks (EUREF)
  • Support in the development of regulations and methodologies for spatial data transformation to a new datum to pave a way to the practical implementation of new Geodetic Reference Frame (GRF)

Expected outputs from activities are:

  • Geodetic measurements performed in accordance with international policies, methodologies and standards
  • Developed regulations and methodological guidelines for the transformation parameters application and data transformation
